The one was sporadic shooting, almost certainly not "aimed" at Planned Parenthood since no one there was killed or seriously injured, and a negotiated surrender. He wasn't someone rapidly shooting and killing everyone he could find, therefore the police acted prudently, working firstly to get people out of harm's way. Had he been a Paris or Roseburg-style shooter, they'd have moved in as quickly as possible and put him down.
The other was someone who had attempted to burglarize several homes, beat on and slashed the tires of a police car, was acting in a manner consistent with PCP, bath salts, or meth, and may or may not have turned towards police in an aggressive manner. It didn't seem that way to me, but from a different angle, who can tell. All I can say is that the first 2-3 shots were legitimate. After that, I'd say the cop simply fired fired till he ran out of ammunition, which isn't an uncommon response even for cops when they're mentally prepped for the worst case scenario as they certainly were here. After the perp is down, that's negligent homicide or manslaughter depending upon the state's laws.
What's criminal here is that it took 13 months for the viedo to come out and charges to be filed. As MANY responses to David Axelrod's tweet about why the long delay pointed out, he just needs to ask his good buddy Rahm Emmanuel who had an election to win in the meantime. Can you say CHICAGO DEMOCRAT MACHINE? Yes, I knew you could.
