Which is the heart of most of the criticism. There is insufficient means to verify. That just leaves trust. Funny how you are more likely to trust a radical state that has proclaimed it's desire for violence with the chance to have nukes than you are to trust your own countrymen who have a proven record of judgement with small arms.
