Perhaps you didn't read the story very well. They weren't arrested for planning an attack. Whatever "attack" that was on their mind was only in response to the "expected" attack upon them.
They were arrested for manufacturing controlled items.
Sigh, I thought maybe you turned a corner with your last post. Unfortunately it seems you can only use the thinking part of your brain when it comes to movies....
