"Societies" don't murder children, except in the case of totalitarian states. We had a crazy person running loose who never should have been on the streets. That's quite a lot different than official policy of direct action, in our case, it's a problem of neglect for proper care of lunatics. Your solution is to limit the right of the 99.99% of sane people because you don't want to take necessary steps for care of the .01% lunatics.
Yeah, but mostly on purpose. Not so much by accident.

Do that before 'coming up' with a so-called 'solution' to a problem you have yet to actually define.
